RESOLUTION

RELATING TO AN HSAC TELECOMMUNICATIONS PLAN.

WHEREAS Hawaii is unique in that its counties are separated by water; and

WHEREAS, the Hawaii State Association of Counties recognizes that city and county g0verp~ments age close~ to state pop~lations and are better able to measure fhe needs of their respective populations, assess problem areas and direct compensativm action to specific problems; and

WHEREAS, thus, advanced and sophisticated inter-county links are especially importatnt for the general welfare of the individual counties as well as the State; and

WHEREAS, the world is now composed of information societies and the current telecommunications technology is capable of providing the communication links among the counties which could increase productivity, conserve time and resources, and promote economic development; and

WHEREAS, the United States Government is presently utilizing information and communications technologies in conjunction with the National Performance Review (NPR) to optimize inter-agency operations, enable the existence of inter-agency co-operation; resulting in overall operational savings and improved outcomes. creating organizational efficiency, timely evaluations and responses; and

WHEREAS, Hawaii's counties can produce a national model for other states and counties on building such information and telecommunications linkages pooling county resources intelligently and building for the next generation; and

WHEREAS, a plan is the necessary first step to creating the model; and

WHEREAS, the Hawaii State Association of Counties is capable of leading the effort to develop a telecommunications plan to optimize government; now, therefore,

BE IT RESOLVED by the Council of the City and County of Honolulu that the Hawaii State Association of Counties is requested uo bring the counties together for the purpose of developing a telecommunicatlons plan; and

BE IT FURTHER RESOLVED that the short-term goals of the plan shall be the following:

(1) Promote the efficient and effective pooling of county information and telecommunications resources;

(2) Promote the utility of information and telecommunications systems to optimize inter-governmental functions;

(3) Link the offices of the county mayors and the councilmembers;

(4) Promote linkages with the National Association of Counties;

(5) Provide broader connectivity for public safety instruments and emergency preparedness agencies and action organizations. This is to include, but not be limited to, law enforcement, fire, civil defense and emergency medical information systems of the counties and State;

(6) Promote county linkages with the State Legislature and the United States Congress;

improve the linkage of real property tax data among the counties;

(7) Provide other forms of date inter-connects, for the purpose of sharing knowledge amoung the counties;

(8) Promote linkages with state agencies and federal agencies, including the Hawaii-based military agencies;

(9) Promote linkages with the counties' sister cities/counties;

(10) Promote connectivity to nationwide and worldwide network systems whenever affordable and worthwhile; and

(11) Identify the existing county infrastructure and services necessary to make telecommunications a viable, economically strategic industry in Hawaii;

and

BE IT FURTHER RESOLVED that the intermediate and long-term goals of the plan shall be to achieve the following:

(1) Establish a telecommunications center for the counties;

(2) Create an independent network for the counties;

(3) Interconnect programs and services of specific county agencies and organizations to better expedite results to the population being serviced;

(4) Interconnect economic development instruments at the county level with their state and foreign counterparts so that an appropriatete position would thereby exist to discover and develop economic development opportunities at the county level where it is most needed;

(5) Promote the utility of intelligent and affordablecommunication technologies such as full motion video, desk-top video tele-conferencing, multi-purpose data, voice and video links amoung the counties;

(6) Develop the existence of a Pacific Information Center or Center of Intergovernmental Information Systems and services in order that Hawaii counties and their economic development instruments would startegically be positioned to take advantage of the progressive information age; and

(7) Develop the existence of a Pacific Information Center or Center of Intergovernmental Information Systems and Services in order that Hawaii counties will have the data exchange/inter-change capacities with local governments in the continental United States, Pacific Rim, Asia, and Far East; and

(8) Provide the counties adequate and timely information in order that the the counties are in a strategic and fiscaiiy responsible position to update as needed modularily and the information and telecommunications infrastructure and services identified to make telecommunications a viable economic industry in Hawaii;

and

BE IT FURTHER RESOLVED That HSAC is auuhorized to appoint a person or nonprofit concern with sufficient global uderstanding and insight of telecommunications issues, sufficient expsure to evolving telecommunications technologies and environments and expertise associated with various aspects of the "NII" -- National Information Infrastructure -- and the "GII" -- Global Information Infrastructure, to assist in the formulation and development of a telecommunications plan; and

BE it further resolved that HSAC shall not compensate the appolntee unless and until the HSAC Budget specifically appropriates funds for such compensation; and

BE IT FINALLY RESOLVED that the clerk is directed to transmit a certified copy of this Resolution to The President of the Hawaii State Association of Counties.
