As I was not in the office yesterday afternoon, I read your email this morning (dated 6/29) requesting an extension to clear out your locker.

June 30 was the deadline specified for you to clear out your locker, as stated in the letter sent to you June 4.

Until such time that your suspension has been either reversed or has ended, you are required to clear out your locker.

I will grant you a two-day extension to allow for the late date in your request. You must make arrangements in advance with Michele Turner (who is covering for Dave Mulinix in his absence) to clear out your locker by the end of business (5:30 p.m.), Friday, July 2, 1999. Upon your failure to do so, we will remove the contents of your locker and discard them for you.

Dear Miki,

As I am confident my suspension will be reversed, the decision on my appeal will be made by Tuesday (according to your policies on responding within 10 working days) and no lockers will be assigned over the weekend is it absolutely necessary give up my locker on friday if I will be reapplying for one on the following tuesday? Is it possible to give me until the appeal is finalized ?

If you fail to grant the extension I have requested and if I am unable to come in by friday I would appreciate it if you could please store my tapes (as stated in the suspension letter) until I am able to come get them.

Thanks in advance for your prompt response.

Sincerely,

Jeff Garland

Jeff,

Just wanted to make clear the appeal process (pg. 57 of the Policies and Procedures).

B.  Grievance Process

2.  To appeal the Director of Client Services' decision:
a)  Submit a request for Appeal within one week to the Executive Director of `Olelo;
b)  The Executive Director will review and make final determination.

There is no stated time specification for the Executive Director to respond to the appeal.

I encourage you to pick up your locket contents by the end of business tomorrow (5:30 p.m.) and to work with Michele to arrange for a time to do so.

Miki Lee
Director of Operations

Dear Miki,

Thank you for your prompt response to my original  request for an extension to relinquish my tape locker. I am somewhat confused as there is no longer a "Director of Client Services" (scroll down).

I don't have as current a copy of the Policies and Procedures as your '97 version (neither  CTPA nor ACTF have copies yet as well).  Possibly the only clients that do have copies are those who have taken orientation since they were released and a copy has yet to be posted anywhere in the facility or on your website, unlike some other access centers. I will have to take your word that "There is no stated time specification for the Executive Director to respond to the appeal" and that there is no "Appeals Process" outlined either. Whether it is moral or legal will have to be judged by those more knowledgeable and less involved than 'Olelo's owners or I.

I must have confused the proposed amendments to the policies from 'Olelo's paid consultant with your client unfriendly 50+ pages of  Policies and Procedures. This document was shared with participants at a board Program Committee Community Policy Advisory Committee [CPAC]  meeting, but apparently weren't implemented or approved by 'Olelo's administration or board. Yet another "study" not followed through on to add to the long list. This is very disturbing as the amendments retained appear to be facilitating of staff and not of clients, the same as 'Olelo's bylaw amendments.

It is clear that Lurline has no intent on responding to my appeal concerning my suspension in good faith or in a timely manner so it appears there is no need for further communication by me. It would appear that if justice is to be served I will have to continue seek it elsewhere.

Thank you for making it clear to all who have been paying attention to these communications just how undemocratic 'Olelo's practices, policies and procedures truly are and how much in opposition they are to their Mission Statement as well.

Have an enjoyable time at the Alliance for Community Media Conference.

Sincerely,

Jeff Garland

CPAC

The Community Policy Advisory Committee (CPAC) is analogous to the Access Services Advisory Committee which were set up as a means for producers to communicate policy concerns to 'Olelo's board through the board's Programming Committee. CPAC was made up of producers and programming facilitators from all three sectors of PEG (unlike EPAC [Edu] & GPAC [Gov]). The CPAC group stopped meeting due to all community participants agreeing that the committee was set up as a "top down" rather than the "grassroots" structure they had hoped for and they also agreed that it was a terrible waste of their time. The ASAC committee is setup the same (less E & G) and will prove in the end to be just "window dressing" and a waste of time as well.
