Dear Ms. Matayoshi,

    I am writing to you again to request that you remove all your appointed board directors from 'Olelo: The Corporation for Community Television's board of directors immediately with cause. Since 1996, after the previous State Educational Institution affiliated board secured 25% of 'Olelo funds (which you then wrote into the current O'ahu Decision and Order), your appointees shifted to a now local nonprofit affiliated group acquainted with your mother. Your current group has changed bylaws to give even less access to the publicly funded corporation's information, to hide board committees' functions and participants (board & non-board members) and hide hundreds of thousands of dollars of un-budgeted and unaccounted for funds. Two more disturbing bylaw changes are that has hidden check writing limits & contract award process and removal of any opportunity for public input on board initiatives that could and have adversely affected clients. The other being that they are also sanctioning an ungodly amount of staff productions which in effect; take away more potential programming for clients to volunteer & hone their skills on,  lessen client equipment availability and take more air time away from long time contributing certified client producers. The MAJORITY of certified clients have given up never to return. The most disturbing of all your appointed board's actions are their actions contrary to the current mission in their articles of incorporation required by the DCCA and the Internal Revenue service and the omission of any grant process explanation from their IRS income tax returns. The segregation of the 2 public channels on an ethnic basis has resulted in preferential scheduling treatment for a select minority of speakers and that apparently has to be remedied through different avenues than just board removal. Segregation, or should I call it discrimination, has only proved to fractionalize communities rather than "Building Community".

     Currently 'Olelo's board has only one visible standing committee, the Executive Committee, which does not post an agenda or minutes. All other committees have been removed from the bylaws. The result is 3 board members controlling the board's agenda behind closed doors and the public finding out only when the full board meets and rubber stamps their agenda items, after public comment, without documentation being made available before hand, even upon request. The 2001 Strategic Plan and the 2002 Strategic Plan Update (which you didn't receive till late April in opposition to 'Olelo's reporting requirements as usual) are plans that are flagrantly in opposition to 'Olelo's mission (per their Articles of Incorporation). Your board appointees are so arrogant that they are actually flaunting it in their new on air Orientation promotional video where their new agenda and attempted mission of "Creation, Production and Cablecasting" appears at the beginning for 10 seconds ingraining their bastardized mission into "viewers" minds (AKA propaganda). What happened to "Promote the"? Apparently your appointed board feels the training part of their mission is unimportant as they have only budgeted $1,000.00 for training materials and a questionable $4,500.00 for the purchase of a new deck for the "theater". The "training software upgrade" referred to as part of the $4,500.00 is a shibai. The 1780% increase ($25.00 total in '96, $480.00 total now, which IMHO is a "barrier to access' per 2001 Strategic Plan) in training class cost to clients appears to be the only real source of funding for the training department. Up to $500,000.00 (or even more) in funds that were budgeted for training in the past have been redirected to create content for the board's preferred nonprofit organizations & the E.D.'s pet productions on superior equipment contributing producers can't use (3 unbudgeted Avid systems) & no bid contracts to friends? $500,000.00 was set aside for the client disapproved board Interactive Media Center and last year $400,000.00 was set aside for the Strategic Plan outside the annual budget. Both sums are not recognizable in any budget or audit yet alone their IRS 990 income tax forms.(click on "more financial information")

     'Olelo's current Volunteer list consists of only 35 names (at least one of which the contact information is incorrect.). The last completed volunteer list of 1995 had 125 volunteers listed and prior to that there were as many as 400 or more listed. 12 years, over 50 Million dollars and 35 listed volunteers? This trend is really the most disturbing as it clearly shows 'Olelo's mission of:

"The specific and primary purpose of the corporation is to promote the creation,
production and cablecasting of programs by, for, and about O`ahu. Such programs will be
aimed at the preservation, development and enhancement of the diversity of thought,
culture and heritage within Hawaii. Through these activities the corporation will
facilitate lifelong learning and the community's participation in the democratic process.

To this end the corporation shall maintain those cable channels dedicated to public,
education and governmental use in a manner that is free of censorship and control of
program content, except as necessary to comply with State and Federal Laws, provide a range of resources for program production for the users of these channels, and develop and enforce such rules and policies that will ensure equitable access to these channels and production consistent with applicable State or Federal Laws."

is being ignored and instead of following the above mission they are following their preferred illegal mission that they have been trying to put in place since 1995.

Your past appointment of ex DCCA Cable Television division administrator Susan Au Doyle, who eventually became board president and during her reign neglected to represent the stakeholders by admittedly withholding information from them concerning your agency's intent to cap funds and channels to 'Olelo, will go down in history as one of the most anti access acts of the Cayetano administration along with your redefining gross revenues resulting in less funds to struggling, under funded neighbor island access centers.

The fact that you and your appointed board of directors continue to ignore the Public (P) input in the numerous costly studies that have been commissioned over the past 12+ years while facilitating the Educational (E) and Governmental (G) which can especially be witnessed in the recommendations from the Legislature mandated 1997 "Task Force Review".

In light of the recent Honolulu Weekly article on "Maui public-access TV" (second story, scroll down) making obvious DCCA's back room tactics to keep state control of Hawaii's access centers, hopefully you have enough mud on your face now to finally start doing the right thing. I look forward to the appointment of a new board of directors that is truly "generally reflective of the ethnic and cultural diversity of the State and the public, educational and governmental user groups." per 'Olelo's bylaws rather than only reflective of closely entwined social, personal and political networks.

Thank you for at least seeing to it that your mommy's elite group of friends don't have to spend their foundation and nonprofit funds for television productions anymore, thus leaving more funds for administrative costs (AKA family employee salaries) & no bid contracts. You have a great reputation for seeing to it that things are done in the public's best interests.

Good luck in your new job at one of the aforementioned organizations or AOL Time Warner Cable (as I'm sure they are happy with your performance creating a statewide monopoly for them) or wherever you have already worked out a deal.

P.S.S. It will be most interesting to tally the Democrat v Republican voices facilitated on 'Olelo at the end of this election to compare with their available scheduling. Saw Ron Menor & Professor Richard Miller on channel 54 twice yesterday (7 of 9 Menor air dates this week) and Janis Reischmann's suggestion to "target woman" for 'Olurlo's board Vote 2002 voter education outreach makes it appear your appointed board wants the outcome of this upcoming election to be "Mazie & Ron" to allow you and the board to continue your seemingly self serving agendas.!

P.S.S.S Looking forward to reading the Kauai Cable transfer (Decision and Order # XXX) you just signed giving AOL Time Warner a cable monopoly in the state.
